Amb. Mohamed Abukar Zubeyr is a senior diplomat, academician, and public sector leader with over two decades of experience in governance, diplomacy, policy development, and institutional reform. He holds a Master of Management from IIUM and has held senior government leadership roles, including Permanent Secretary at the Office of the Prime Minister. Through academic leadership, policy reform, and international representation, he has supported education access, institutional capacity building, and inclusive development for marginalized communities in Somalia. Amb. Zubeyr has represented Somalia in high-level international forums, including the UN General Assembly, UN Climate Change Conferences (COP), global food security summits, and multiple ministerial and policy platforms. As a member of MCARE’s Board of Trustees, he brings deep expertise in strategic governance, research-informed policymaking, institutional development, and international engagement, supporting MCARE’s mission to advance inclusive, community-driven development in Somalia.
