Mr. Elyas A. Zubeyr is a research and development oriented practitioner with an extensive expertise in human resource development, digital adoption, youth volunteerism, and community-centered interventions. He holds a Master’s degree in Human Resource Development from Universiti Putra Malaysia, a Bachelor’s degree in Business Administration (General Management) from the International Islamic University Malaysia, and a Diploma in Database Administration from Jigjiga Polytechnic College, Ethiopia. His academic background is complemented by specialized training in community development, child protection, leadership development, research ethics, and data management. while providing research-informed advisory support to guide organizational strategy, monitoring and evaluation systems, and evidence-based programming. He facilitates transparent decision-making, compliance with governance standards, and coordination between the Board and executive functions, thereby strengthening MCARE’s capacity in research quality assurance, accountability, institutional learning, and sustainable development programming to advance inclusive and resilient outcomes for marginalized communities.
